A developer who abandoned a project that was part of the R11 billion Montrose Mega City in Randfontein, West Rand, will need to provide answers for his actions.

SCM Properties and Development abandoned the project in 2018, which led unpaid workers and security guards he employed to protect the site to strip parts of the houses to recoup their owed salaries.

In an interview with SA Affordable Housing, SCM Properties and Development CEO Sam Mhlaba said Phase 1A of the project would take four years to complete, with construction having commenced in November 2017.
