Five City of Tshwane senior officials have been placed on precautionary
suspension after being charged with gross negligence in awarding the
controversial Rooiwal Wastewater Treatment Plant tender to a company linked to
corruption-accused businessman Edwin Sodi.

The suspensions follow the outcome of a year-long internal disciplinary
process that found Tshwane’s head of procurement, Thembeka Mphefu, head of
utility services, Stephens Notoane, director of electricity, Justice Sekokotla,
head of electricity planning and development, Frans Manganyi, and head of water
and sanitation, Dumisani Gubuza, guilty of one of the four charges they faced.
